Are Barays broken? (No, not in a good way)

VII - Discussion

Hi, I just stumbled upon something that truly baffled me: my capital's infrastructure has been damaged by a flood. Now, if you tortured yourself playing Khmer even just once, you'd know one of their only redeeming qualities is to be able to prevent flood damage with their unique improvement, the Baray. My current capital used to be the capital of the Khmer empire, which I conquered from Himiko's sorry ass 1 turn before the Antiquity era ended. I then decided to make it my (Norman) capital as it was filled with good adjacencies and wonders. It does have a Baray, I made sure to double check that. Still, the flood destroyed a bunch of improvements and buildings.

So, onto my question: what the fuck? Are Khmer so shit that their UU's only good effect doesn't carry over to the next eras? Is it just a bug? Does Firaxis just hate Khmer?

Thanks for reading my rant lol
