Old ass tyre machine

Hey i bought a tyre machine second hand yesterday and it has a pcb control panel but some of the buttons dont work. I've tried cleaning with IPA but there seems to be sticky plastic over the top and on the back of the pcb so I cant get to the components themselves any suggestions?
