Query about painting

So I have bought a new constructed apartment. The builder has already applied putty. There are few minor dents on the wall surface but the wall surface is quite smooth. It looks ok to me without any need for fresh paint but my wife is insisting for a freah paint as everyone else is also doing it.

I consulted local painter guy, he said that the putty will need to be removed and fresh lapi (in Gujarati લાપી) will be applied and then primer and three times colour will be painted.

Upon proding him further he said that putty will be removed and then only primer and 3 times colour can be applied without the lapi.

Can anyone please suggest what should be done in this case? Also what's the difference between this putty and lapi?
