Ok can some explain to me what was the general thought process when he released it?

I mean he did explain it but it makes no sense at all. Might as well say some gibberish there like “ I released it because tomatoes were heavy”. What did he mean to make people fear, and obey who? People are suddenly gonna follow traffic rules after that?
