Custom league in career, is it possible?

I know how to pick a team from the rest of the world in career mode and replace it with one from a real life league, but is there a way to replace every team with row clubs so that I can make a ROW league in career mode?

I can't find a way in the career mode or in the settings of the game but I've seen people saying they do it.
