Alarm notification based on device connection?

I'm getting too much noise in search results due to similar terminology. But I'm trying to figure out if there's a way to set at alarm to only notify based on if a device is connected to wifi?

For example. If my dog barks, I would like to be notified in the protect app but only if my phone isn't connect to the home wifi network (I'm away). Notifications based on whether a specific device is or isn't on the network?
