Aeldari Raiders Rule

Im new to the Voidscarred Corsairs killteam. Can you use this rule in conjunction with a charge action? I am assuming not as a charge cannot be performed when dashing or vice versa, as I believe a free action does not mean free from restrictions, but thought I would check as it would be super useful.
