Applying for Reduced EDT

Hello! Should I apply for my reduced EDT before or after applying for my learner’s permit itself? I currently have a USA license with my 1 year mark ending in June. Trying to figure out the order of operations and this is how I understand it:

1. take written test

2. apply for learner’s permit and get number

3. apply for exemption

4. wait to receive that back and take 6 lessons?
