Philippines Customs Tax Help

Hello, I've recently purchased books from a proxy service from Japan to Philippines, my books costed me 3,078 YEN (1,170 PHP) and my shipping costed me 5,253 YEN (2,117 PHP) I've heard that DHL taxes your parcel due to Customs can anyone confirm this?
