Wyvern -> Elemental

The Wyvern Elemental trait supposedly gives 0.2 MW per citizen, however, according to the power generation tool, it is more like 0.6 MW per citizen.
For reference, I have 272 citizens, 85 soldiers and they generate 166.56 MW.

What am I missing or is this stronger than it is supposed to be?
