Is anyone else unable to make an alliance with NPCs?

I am in the green with both Tarragon and Concordia diplomatically and I am able to propose an alliance. Within a second of either of them accepting, they revoke the alliance and then propose a non aggression pact and a defensive alliance. Has anyone else had this issue ?
