RWU vs UCincinatti vs CSU Comparison

College Questions

Hi everyone,
I’m a Turkish international student applying for undergraduate Mechanical/Aerospace Engineering. I have questions about entering the U.S. with an ELS-issued I-20 (because of conditional admission) and whether that affects F-1 visa approval. I also want opinions on which university makes the most sense based on my priorities and academic differences.

Here are my offers:

  • University of Cincinnati (UC) – Mechanical Engineering. Scholarship not finalized yet, but people say the average award is around ~$5k. UC requires students who need English to attend ELS, and the I-20 is issued by ELS.
  • Colorado State University (CSU) – Mechanical/Aerospace Engineering with a $7k scholarship. Their I-20 is issued directly by the university for the Intensive English Program.
  • Roger Williams University (RWU) – Mechanical Engineering with a $34.5k scholarship. My uncle lives in Providence, RWU is the closest option to him, and he will be my financial sponsor.

My priorities are:

  1. Visa approval likelihood
  2. Academic quality
  3. Total cost

In terms of academic reputation, the general order is:
UC > CSU > RWU.
RWU is clearly the least prestigious academically, while UC and CSU are stronger engineering schools. However, RWU offers a much larger scholarship and is close to my sponsor, which changes the financial and practical situation.

My first question:
Since UC uses ELS and I would enter the U.S. with an ELS-issued I-20 for an ESL program, does this lower F-1 visa chances compared to entering with an I-20 issued directly by a university (like CSU)? Does an ESL I-20 with conditional admission affect visa approval?

My second question:
Because my uncle is my financial sponsor and lives in Providence, choosing RWU would place me close to him, while UC and CSU are far away. Could selecting a university close to my sponsor be viewed negatively by a consular officer, or is it usually considered neutral/logical?

My final question:
Considering my priorities (visa → academics → cost) and the academic ranking of these schools (UC > CSU > RWU), which university would you choose in my situation, and why?

I would appreciate insights from people who have dealt with similar situations.
