Which country should I try after Ielts?

My major options are Australia and Ireland. My relative is studying in Ireland and is suggesting me to join him but I want to for Australia. I've also heard that an Australian visa rejection is gonna cause a huge financial loss. Should I take a risk and try Australia, or try on lower-risk Ireland
