How do I catch up on tech?

Playing as Ottomans, and have dominated Anatolia and the Balkans up until now (1570s). I'm falling behind on tech, and my regulars can't keep up with Hungary and Mamluks. Any way to catch up on tech when I am so far behind? And any guesses as to how I got so far behind in the first place?
