Locked out of story progress at 'An Equitable Agreement'? (Possible spoilers)

So I'm at the point where I need to assist the Laureates before I get to speak to Ruth.

Laureate Kraft told me to help Laureate Beckett and I did.

I finished his water sample quest but when I go back to Laureate Kraft, all she says is 'Let's pinpoint what you and I can do for the Order.' and my only option is to leave the conversation? What am I supposed to do?
