Suggestion handheld/tablet for my setup? Budget 300€

Hi everyone, I live in Italy and have become passionate about Moonlight/Sunshine and Arthemis/Apollo streaming. I'd like some advice on the best portable solution. Initially, I was interested in creating an ecosystem around my TVs (bedroom and living room), but after some experience, I've realized that a portable solution is more suitable for me, one that I can play both in bed and on the couch. Do you think I can find an excellent solution with a decoding speed of <4/5ms with a maximum budget of €300? Initially, I was focused on portable devices, but now I'm considering using a tablet (I saw the iPlay 70 Mini Ultra. Can anyone tell me how it performs?) with a joystick. What could I look for? I might also consider buying a used or refurbished device to get a good product. Thank you all so much.
