Is this a job scam? Need advice (found via job app)

I found this job through a job search app and was called for an interview. During the interview, they did not ask me anything about myself or my skills. They only read my resume and then started explaining the salary and benefits. After that, they told me I need to pay ₹3600 for training and ₹1800 for police verification on the same day, and said it was mandatory to continue. This made me uncomfortable, especially since there was no proper interview process. I always thought genuine companies do not ask candidates to pay for training or police verification. Has anyone faced something similar? Need advice on whether this sounds like a scam.
