E1 Phainon or E0 Dahlia? Which one would be better for my account?

I have a guarantee and I'm at 65 pity. Should I go for E1 Phainon or get Dahlia?

My teams are:

1. E2S1 Castorice, E0S1 Hyacine, E0S1 Evernight and E2S1 Cyrene

2. E0S1 Phainon, E0S1 Dan Heng PT, E0S0 Sunday, E1S1 Ruan Mei

I also have E0 Firefly but I didn't build her yet. I am building Kafka this week.
