Low lvl PvP?

I never played PvP because lvl 190+ you need such a specific build that’s to expensive for me. So I never get realy into PvP. Now I’m wondering maybe it’s possible to start with PvP in lower lvl. Maybe lvl 60? On which lvl I have to stay for low lvl PvP? What is a good range? And what duo would be a good option for PvP in low lvl or in general? What is the benefit of PvP in terms of kamas?
