Best way to farm marked keys? [Loot]

Anyone know the best way to look for marked keys in PVP? I have been trying to find marked keys by doing jacket runs and looting every scav I kill and I can't seem to find a single marked key. I am level 22 now and looted a ton of jackets and scavs.
