Which is best?

So I seed tracked and saw 2 legend rares heading my way, one if which is an izanagi (can't be changed to another legend) so I want to know which combo is the best to choose for my legend rare draws

1. Kaworu + izanagi
2. Izanami + izanagi
3. dual izanagi
4. Izanagi + some other legend rare (suggest best combos)
