Do Starters have guarenteed max IVs in ZA?

So, I've noticed how everytime I resetted or asked my friends the Starters always had one of the perfect max IV quotes. Does anyone know if Starters always have these? If not, if you've beaten the game and have the judge, could you check your starters IVs?
