UPenn ED LoRs not downloaded on Naviance

My counselor and I recently discovered that on Naviance, which my school uses for college applications, neither one of my letters of recommendation has been downloaded by Penn. Both say submitted, but my other documents (transcript, school profile, etc.) show "Downloaded" with a date and time. Could this be a glitch? With ED results confirmed for next Thursday, I'm worried that this is a sign that I was instantly rejected before my whole file was read. Another possibility is that I've been deferred and that my AO is electing to read my letters in the spring. Is it also possible that since Penn only requires one letter of recommendation, they only read my counselor's letter and not my teachers' letters? I'm hoping to get some insight as to whether this is an indication of bad news next week.
