Does the 2 handed double dribble ever get called?

I was looking at this play today https://streamable.com/9879w2 for no apparent reason, and noticed Okongwu straight up dribbles the ball with both hands. I always knew that was a double dribble but I feel like I see it pretty regularly without it ever being called.

Is it just something the refs don't care about?
