B1/B2 visa fees expired (Pakistan)

Wanted to know if this has happened to anyone else? Apparently the visa fees expires after 1 year and mine did before i could go for my interview. Basically I got my interview date after 1 year of paying the visa fees. I checked on the portal and I also called the consulate and they confirmed that I’ll have to pay the fees again? Is there any point of arguing for a refund or something? How is it my fault if I couldn’t find an appointment within 1 year?
