Is it ethical or legal for a listing agent to tell a buyers agent what their highest offer is so far?

Five hours after offers where do buyers agent texts listing agent “has your seller made a decision yet?” Listing agent responds “not yet, 5 offers and highest is $xxx.”

Obviously that could be useful information to a buyer, but who’s to say a higher bid doesn’t get whispered to someone else!? Seems was sleazy.
