piercing bump wont go AWAY

i've been washing it twice every day and sprayed the neilmed wash. some days it'll get really flat but the next day the bump goes up again. i've been dealing with this for 6 months now.. is this forever? could it be the jewelry? i have a surgical steel in rn. my piercer downsized it but the bump came back.

any more tips im really fustrated
