rover's echo set

I built my team (Rover, Phoabe and shorekeeper) using a quick guide that told me to use a moonlit cloud set for rover, but I don't know if that's really the best option after using spectro and eternal radiance. how much of a loss for phoabe it is when you don't use moonlit cloud?
