My take on the 25th Hunger Games

So, My take on the 25th Hunger Games is that there was NO winner. The finalists were from 12 and a poor district like 11, and they both ended their lives to have no victor. I think this works because 12 has been the primary winners of the quarter quells (I believe Katniss would've won 75) and thats why we have so little info on the first QQ, and the specific mention of its victor being dead would be foreshadowing.
