Insurance suggestion for self employed father

Posting for my dad as he does not speak English. My father is self employed and has a condition that requires him to take meds that cost $1500. He has been able to get it through insurance, but this year he is getting quoted $1800 per month for insurance for both my parents. He was using COBRA from his previous employer but now that period has ended.

Does anyone have any suggestions on where to look?
