Police therapy/community outreach/crisis intervention K9

I am looking at requesting to be a handler for a therapy/community outreach/crisis intervention K9. I know my agency has funding for a K9, but more along the lines of drug detection, tracking, biting.

I'm looking to write a proposal to my Deputy Chief and Chief of Police, which would then be brought in front of the City Manager and City Counsel.

Any insight is welcomed! I've done a bunch of Google searches, and can't quite find what I'm looking for, but have many lists of the pros of having this type of K9, along with successful articles. Need a bit more direction to get a proposal started, if that makes sense, since I've never written such a proposal before.
