I was scammed, help

I ordered an item from an "official" website. It was "delivered" via UPS. But the "package" that was delivered is just a flat square of cardboard with the UPS shipping label on it. Its not a box, its literally just a flat piece of cardboard. Im stunned. I don't know why UPS would even accept and ship it.

The shipping label says it's supposed to weight 11lbs. The item cost $220 before any tax or shipping. Who do I start with for a refund, UPS or the vendor?
