Seller won’t refund me after canceling my spin?

I won a spin and then it says I need to update my payment. The seller gave me 30 seconds to fix my payment. After I fixed it and my payment went through, he skipped my spin and didn’t say what I won. I wrote in the chat but I was ignored. He ended the stream. I messaged him after and he said he will refund me because he “canceled my spin.”

I thought he was gonna cancel it then I saw that a label was created for that order. I contacted him again and he stopped replying. I contacted whatnot and it they said to contact the seller.

So now what?
