Ellen 2.0 rework need help (Glacial Blade Wave)

Hello I’m and new to this game. I have never been drove to a point to actually post something on Reddit usually I just read. But I have absolutely no clue how to do this specific Ellen move. I don’t have the character unlocked but I’m using her in the hollow area.

So basically my question is how do I do the “ Glacial Blade Wave move” I have watched so many videos. I keep seeing to press “basic attack” after her B3. It says it consumes 2 icy charges. I have max icy charges. I mimic the video perfectly up until it says to press basic attack to do the glacial blade wave and I have 0 luck actually doing it even though I doing exactly what it says to do. What am I doing wrong?
