Car collection not getting tickets

There's a guy on 10th Ave that is collecting old pickup trucks and sports cars. He seems to just have a guy stand near them on ASP days and puts old parking tickets so parking enforcement just ignores it. Would it help to complain to the traffic division? The city council member? The guy who owns them just owns a building he doesn't actually live in the area.
