Low gpa in masters and bachelors shall i still apply for phd in US unis

Straight to the point I've scored 3.1 GPA (7.36 cgpa) in my Bachelors in Computer Applications(BCA),By completion of masters (Msc. Software Technology) I'll mostly score 2.5 GPA (6.26 cgpa) 7.0sgpa in last semester also I'm proficient wi english- I'll be giving TOEFL examination soon enough.

But i am very down due to my grades do i even stand a chance to get shortlisted i do have half an decade of work experience plus research experience of 4 months with 2 research papers and 3 other cool projects due to my low grades in masters I'm very scared to even apply to schools and give TOEFL as in even after doing all this and spending all the application fee money what if my application get's rejected even before someone reviews.

I AM SO LOST, PLEASE HELP!!!
