Reporting to child abuse from outside Czech Republic

QUESTION?

I’m writing this because my heart honestly can’t handle what I’m seeing anymore, and I don’t know where else to ask for guidance.

I live in Bali, and there’s a Czech woman in my community with a very young child. For months I’ve been witnessing things that feel more and more like a cry for help — not just from the mother, but especially from the child. And I don’t know the right process to report it.

The mother is drunk almost every day. She mixes alcohol medication or drugs I don’t know just a guess. She constantly meets random men and brings them home, and sometimes leaves her child overnight with guys she literally just met that same day. She’s taken the child on a motorbike while intoxicated. The kid gets shouted at a lot.

But the part that really pushed me over the edge is she sometimes disappears for 4–5 days, even a week, with a new boyfriend and leaves the child behind. Not with a stable caregiver — just whoever is around. A nanny, a random acquaintance, someone who happened to be there. This happens repeatedly. She comes back after days, drunk, unstable, and the whole cycle starts again.

I’ve tried to stay out of it. I’ve tried to tell myself that it’s not my place, that I don’t know the full story. But at some point, you can’t pretend anymore. A child is living in chaos, basically abandoned for days at a time, surrounded by strangers and unsafe situations. I see this kid almost daily, and it’s breaking me to just stand by.

Both the mother and the child are Czech citizens. The father is not in the picture. I want to report this because I truly think the child needs protection, stability, maybe even placement in a safer environment. I’m not trying to attack the mother — she clearly needs help too. But the child comes first.

I just don’t know who to contact or how the process works when the family are foreigners living in Indonesia. • Can Czech social services intervene abroad? • Can the Czech embassy or consulate take action or escalate it? • Is there an Indonesian child protection hotline foreigners can contact? • Is there an international mechanism for reporting neglect?

I’m terrified that something horrible will happen if nothing is done. I don’t want to look back and regret staying silent when I had the chance to help.

If anyone knows what the right steps are, or has experience with cases like this, please let me know.
