Solidarity route sticker

Revillaland (City of Bacoor) has released a video about the renewal of the Solidarity stickers below:

These stickers used to be free for people living in Bacoor. Now they are charging 350 for this. However, as far as I know, I do not see any checking being done on the village gates if the sticker is renewed or not. So it is unfair for those who would pay if others can still pass the solidarity route with expired stickers. In my experience, I see a lot of vehicles passing these routes without stickers. They just need to pay to the guard a fee.
