Steam not letting me create a new folder to install games in?

Hi, I'm trying to create a new directory in my C: drive to install a game without it being within program files (x86). When i select add new drive on storage settings for steam, it creates the steamapps folder in the new drive, but doesnt let me select it or install games in it. Any suggestions?
