25% raise with promotion but was planning to leave: do I negotiate salary now or wait until counter offer?

I was just notified the other day that I will be promoted to a new position with a 25% raise (from 57k to 71k) with a 3k bonus. The job positing for this position that I was promoted to noted a salary range between 66k-90k when posted last fall. So I'm being promoted up to the lower end of that range despite being highest performer in my region. But, I was planning to apply for other positions anyways, as I want to increase my salary closer to 80-90k. The only issue I have with my current employer is pay and I will be moving out of state regardless in April (currently remote worker now so i dont think that would be an issue). So, should i renogotiate promotion offer now? Or should I wait to counter offer later? Or, should I bite the bullet and just leave this company and do the option that burns the least amount of bridges as I like all of my coworkers and this company? Advice is much appreciated!!
