GS Grade increase during hiring freeze

I’ve been working in my current grade for a couple years and definitely feel I’m doing the work expected of a grade higher which would be the allowable max for my PD. When I brought it up to my supervisor he said during the hiring freeze they can’t do grade increases. Is this true or should I keep asking?
