Pc failing to POST and can't identify issue

I'll start by saying every part I have and go from there CPU: Ryzen 5 2600 (Untested) GPU: GTX 1650 SUPER (confirmed working) MOTHERBOARD: Machinist B450 AM4 RAM: 2x8gb 2400hz DDR4 PSU: 500W 80+ Bronze PSU SSD confirmed working as well

When turning on, every fan will spin indefinitely but will not display out, or power USB keyboards. The CPU heatsink also doesn't get hot, which may indicate CPU inactivity maybe? I've been powering on by shorting the two pins on the motherboard because I hadn't put in the case yet
