Is something wrong with my dad

I (18f) have been wondering since a long time about my dad who is being weird. Anytime I dont wear a bra he looks at my chest. I dont think thats normal right.He is a pretty normal dad except all that. My sister (15F) got really upset at him because he touched her ass while hugging. Maybe because he still sees her as a small kid or something or something else. I really dont know.I genuinely dont know what to do. Last week he touched my ass while hugging me too. And yesterday he touched my boob as he was pulling away from hugging me again. Is this SA? I genuinely froze and pulled his hand away.I wanted to run away. It cannot always be a coincidence.Please tell me what you think of this.
