How do I get the city to fix potholes on the Western Hills Via Upper Deck?

There are 10+ potholes on the bridge in the right lane & I have repeatedly put in request on the 311 app.

You can't actually select the bridge as a address so you have to do one right near the bridge & I always fill in the details & still never get done.
