Does dahlia need fugue?

I’m thinking of pulling dahlia to revive my break team for future anomaly arbitration knights, but I don’t have fugue. For reference, I have e2 firefly, and e1 ruan mei. Would a team of firefly, dahlia, ruan mei, and lingsha work, or do I also have to pull fugue?
