State counselling non service quota occupied by service candiates.

In some states like TN, in state counselling the service candidates have a separate 50% reservation and also they can take a seat in non service quota 50 % if they are higher in the merit list. Also merit list is common. So if a top institute has total 10(5+5) seats in state quota , 8 seats are occupied by service and 2 ny others.

Is this sh.t same in every other state?
