Used car loan query

My mama is planning to buy a used car he is currently working in gulf country so my cousin will purchase in his name the car has to be bought on loan.

1 lac dp other amount has to be financed

The problem is my cousin has 17k salary of wich he gets 14k in hand ,its his first loan

I need to know if it is even possible to get a loan for this case

4lac car , 1 lac dp and 3 lac loan is it possible to do so please help
