Help! Are we dating?

Hi, looking for advice here.. I (29F) matched with a French man (29M) in Paris on Hinge a month ago, but didn't meet. I went back to Paris last weekend and we went on a date on Sunday evening at a bar, then for a walk to Montmarte, then he walked me home (to my friends place, where I was staying). I asked to see him again so he invited me over to his place on Monday morning before my train in the afternoon (he was WFH), and I brought him a takeaway and chatted. He had bought me flowers and we ended up making out on the couch (nothing more) before I had to leave. He's making plans to see me next weekend in England.

I've read some articles where it said you're officially a couple if you kiss in France but really?! How do I know whether he's looking for something casual or not... For context he's ethnically Malagasy but born and raised in France. Not sure if that matters. Also we live in different countries, but the Eurostar makes it easy i suppose.
