Looking for appropriate part for a a project I am undertaking

Need a rail system or the system used on crutches kinda of in order to make the top rack move up and down on the dishrack, preferably with points where it will snap into place and not move without further interaction such as pressing a bearing down etc

I have looked at the following so far, but do not know how to make it lock in place so it can hold up mugs etc
