Default Auto-Assign issue

I noticed that when the default auto-assign is set to top off, if the category was full at the start of the month (so no money was budgeted this month) it treats the category as underfunded if you spend money in it. At least to me this is not desired behavior, as I am not going to assign money until next month. Even just adding $1 stops it from being shown as underfunded, so it is not expecting the goal to be met, it's just being shown as underfunded because nothing was budgeted.

Ex:

Transportation budget has a goal of $100, nothing was spent last month, so the category was filled in that month and stayed full. At the start of the current month, no money was budgeted to Transportation because it is already full. An outflow is added for Transportation, and the category now shows as underfunded.
